Funds are allocated for specific purposes. Any way you look at it, the GOP was responsible for the lack of funding for that specific purpose. The president does not have the power to take money from one fund to apply to another one WITHOUT the approval of congress.

If we REALLY want the truth, we will see that Obama has been a miser when it comes to spending. A large part of the debt taken on during the Obama administration is the cost of two wars that was not included in the budget of the previous administration and the lack of revenues from the economy that was in free-fall when this administration took over.
