WASHINGTON — The Obama-Clinton alliance, formalized with Bill Clinton’s blockbuster speech at the Democratic convention, confirms what has often been played down: President Obama has chosen to build on Clinton’s legacy rather than abandon it.

This is why the 2012 election matters not only to Americans but also to supporters of the moderate left across the world. What’s at stake is whether the progressive turn that global politics took in the 1990s will make a comeback over the next decade, and also how much progressives who embraced markets during the heyday of the Third Way sponsored by Clinton and British Prime Minister Tony Blair will adjust their views to a breakdown in the financial system they did not anticipate.

Polls reflecting an Obama upturn since the conventions suggest the Obama-Clinton politics of balance is far more popular than ideological conservatism. The two conclaves plainly shifted the campaign’s focus to the views of Mitt Romney and Paul Ryan — and the more swing voters think about what the Republican ticket would do, the less they seem inclined to support it.

Many conservative commentators attribute Obama’s bounce to Romney’s failure to be specific enough. They don’t want to acknowledge that on core issues, the electorate is far closer to Obama’s moderate progressivism than to Romney and Ryan’s conservatism.

Voters favor tax increases on the wealthy to balance the budget, have little interest in less regulation of capitalism, and widely accept that Obama inherited an economic mess caused by conservative policies. The electorate is even starting to notice what it likes about Obamacare, a reason why Romney, on “Meet the Press” earlier this month, listed all the new law’s benefits that he would preserve.

The often-disparaged high command of the Romney campaign seems to know all this. Romney thus keeps trying to change the subject — to false attacks on Obama’s welfare changes, to misleading assaults on the health care law’s impact on Medicare, and, disastrously, to Romney’s reckless criticisms of the president last week after the killings of Americans in Libya. Romney is scrambling because he knows the dynamics of the campaign are shifting against him.

The movement in the presidential race reflects a broader trend visible in many nations. In the immediate wake of the financial crisis, electorates moved not toward parties of the left, which is what one might expect during a crisis of capitalism, but toward the right. Conservative-leaning parties won a long list of national elections in 2009 and 2010, including the Republicans’ midterm triumph here.

But since then, the center-left has mounted a comeback, reflected in the victory this year of Socialist Francois Hollande in France and a sharp poll swing against Britain’s Conservative-led coalition government.

Yet the center-left’s resurgence comes with asterisks. Last week’s elections in the Netherlands, for example, produced a mixed verdict: The center-left Dutch Labor Party made impressive gains, but these were more than matched by the advances of the governing center-right VVD, which came out narrowly ahead. The Dutch election was, to a significant degree, a victory of the center and a defeat especially for the extreme right.

This search for moderation, argues David Miliband, the former British foreign minister who is close to Blair and an architect of Third Way policies, is why it’s important that Obama is not leaving aside Clinton’s market-friendly, socially conscious approach but revising it.

In an interview with my Washington Post colleague Dan Balz and me in Charlotte, Miliband argued that voters in the wealthy democracies are looking not for radical departures but for the new and better balance between government and the market that Third Wayers were trying to achieve. At the same time, he acknowledged that advocates of this approach needed to recognize the urgency of more effective oversight of the financial markets, one area where Obama has needed to move beyond Clinton’s policies.

At the election night gathering of the Dutch Labor Party in Amsterdam on Wednesday, I heard almost exactly the same argument from Godelieve van Heteren, a former Labor member of parliament. “There is now a new debate over what kind of regulation there should be of the market” — regulation, she said, aimed at being effective without “killing entrepreneurship.” Voters, she added, primarily yearn for “reasonableness.”

American conservatism’s glorification of the unfettered economy is thus out of step with the balanced approach that voters here and across the capitalist democracies are looking for. Obama and Clinton know this. It’s the central problem Romney faces, which is why he is flailing around.

His handling of the Libyan uprising last is seen by many as a model of how a superpower should handle a foreign crisis. Sadly, recent events suggest that there are domestic and foreign elements intent on destabilizing the world to advance their interests or geopolitical goals.

      • If by Israel you mean the Likud Party, you are correct. Bibi reckons he can lead Romney by the nose and direct US foreign policy. Many in Israel oppose the PM’s views on matters foreign and domestic. There is more debate on these issues in Israel than in the US, where any disagreement with Likud is considered to be anti-Israel.

        Meanwhile, our friends in the FREE WORLD have all but bailed out of Afghanistan, and shudder at the prospect of Romney-US joining Israel in a military attack on Iran.

Yhe rest of the world–except Bibi and his Likud Party–is willing to give the sanctions more time. As for Obama, according to the people who found and fixed that worm that was destroying the Iranian centrifuges, it was American handiwork. That’s one of the differences between Romney’s bluster and President Obama quietly accomplishing the task.

            This is getting more complicated. So, JFK was really a Republican and Ike was really a progressive Democrat. Furthermore, government spending on the military is both humanitarian in it’s provision for people’s needs, and also stimulitive to the economy (Keynesian economics only applies to defense). However, virtually all other government spending is ruinous to both the human spirit and the economy. OK, I think I got it.

            actually dt, your sort of on the right track… Military spending is NOT Keynesian economic theory. Defense is the primary responsibility of the US Federal Government. IT IS THE REASON FOR THE GOVERNMENT. And defense spending is positive because we actually get value in return. Wealth redistribution for political benefit returns no value to society, but only to politicians who are able to swindle you into giving them your money for charitable purposes when they take 90% off the top for their own benefit.

            Well, you get value from a lot of different kinds of government spending. You get the spinoff and multiplier effect on the economy from spending on infrastructure, schools and so on. Beyond that, there’s obvious value to national economies from those things. I always get a kick out of conservatives who claim that FDR’s New Deal made the depression worse and it took WW2 to get out of it. So, massive gov’t spending on roads, bridges, sewers, rural electricity, and so on was counterproductive but massive gov’t spending on Sherman tanks and P51 Mustangs did the trick. That’s massively ironic. They might just as well have dumped all of the military equipment into the ocean and forgotten about the war then, right?

            There is an argument for a certain level of wealth redistribution insofar as returning value to society. Societies with too high a level of wealth stratification tend to have less overall wealth in terms of national GDP than ones with a little more even distribution, most other factors being equal. Money gets multiplied in the economy to a greater level when Joe six pack has more money to spend on local businesses who in turn employ more people and spend themselves on local suppliers, etc.. Thurston Howell, having more money to be able to buy an extra yacht in France, isn’t doing much for the American economy. Now remember, I said a certain level of wealth redistribution. I never said anything about taxing the “job creators” back to the stone age. Tax cutting over the last 30 years has done little for the American economy except redistribute income upwards. American income inequality now rivals developing nations.

            Incidentally, I have heard about Ike actually being a Democrat. He wasn’t pleased with Truman and didn’t want to challenge a sitting President in a Democratic primary so they say. In that time, FDR’s long shadow was still cast over politics and still had a big effect on both parties and many politicians. There wasn’t a whole lot of difference between the parties, weighted heavily in favour of the Dems. Look at so many of Eisenhower’s pronouncements. Going through his quotes, I was amazed. I think you’re right about that.

            I certainly don’t know any less about their intentions or their ideological motivations than you. For sure they didn’t call me up last week and tell me what they are going to do. Apparently they have been telling you. Of course I don’t presume to tell everyone else they are idiots because they think differently than I think.

            You apparently believe we have the right to tell other nations how they should live regardless of their desires and beliefs. If they don’t want to do what we want them to do, then you believe we have the right to force them to do what we want. This belief is based either on an idea of our innate and obvious moral superiority to everyone else in the world and/or our ability to force others to accept our will. This has, in the recent past, allowed us to kill a lot of civilians in Iraq in their best interest as we defined it.

            The nuclear powers are Russia, China, England, France, India, Pakistan, N. Korea, Israel (although they still won’t admit it) and the U.S..
            By what moral authority do we deny others the right to obtain them? Our justification for limiting others is most likely pure self-interest. A pretty non-moral justification on its face. However, if one makes a reasonable argument re: self-defense, then maybe the moral justification may begin to emerge.
            Do we have the right to pre-emptively kill a large number of Iranian civilians in the possible defense of others and in the maybe defense of ourselves when there is no obvious clear and present danger to us from them?
            How long before they develop the weapon? What will the world be like then? Will the same goof balls be in charge? Is an attack on the nuclear facilities even feasible? Is it likely to be successful? How come George didn’t do it? He used to be all about weapons of mass destruction and invading other nations on a whim.
            Do others have the right to act in their own self-defense as they see it? What are the limits on their rights? What are the limits of Iranian national interests? Is their right to pursue their national interest any less of a right than ours to pursue ours? Frequently this all boils down to the belief that we have the right to tell others what to do because we have the ability and power to do so. That is a pretty slender thread on which to argue moral superiority.

            But you aren’t worried about all that. You think you know everything. You think you are always right. You think anyone who thinks otherwise is stupid. The pity is that you are as ignorant as a box of rocks and you don’t realize it. You are in fact, shortsighted, superficial, illogical, delusional, simplistic, virtually content free, and exist solely for the purpose of making the rest of us feel intelligent.

        Where are you getting your information; numerous polls show that Obama’s approval ratings in Europe are around 80% (versus Bush, which was 14% when he left office). In fact, while his support has slipped a little, it is primarily due to drone attacks, lack of action on global warming, and the Israel/Palestine situation. I’m fairly certain that Romney would do the same with drone attacks, less on global warming, and get us into a war with Iran. Somehow I think that his rating would be much less than Obama’s.

These terrorist attacks are a continuation of the war that bin Laden and the Taliban declared against America and Israel back in the late 70’s or early 80’s, I think, when America continued to back Israel despite their refusal to honor the agreement to establish the Palestinian homeland and continued to build in the West Bank area. You recall, the U.S. government–via the CIA– back in 1979, I believe, had asked bin Laden to get together some rebels to help drive the Russians out of Afghanistan and then supplied them with the armor to do so. Some incident happened between the Israelis and Palestinians–can’t remember which–and that’s when bin Laden and them declared the war. Using this movie as the reason, they have been able to “rally the troops” again. That why we need to reign in these persons who knowingly make inflammatory movies and gestures.     As an American citizen living in Ireland, I get more news sources than Fox or MSNBC, although I prefer the logical, scathing and yet more accurate remarks from MSNBC then the kindergarden drivel FAUX offers. But, watching news coverage from Ireland, Germany, England, France and Al Jazeera, there is much more diversity, and honest journalistic reporting.

    Without a doubt, Pres. Obama is much more respected and preferred by the majority of people, not because of the right wing-nuts claims he is socialist, or muslim, or pro abortion, etc..,
    Most see him for what he is: lucid, intelligent, cool headed and pragmatic. They also feel he will not start wars without just cause; and is not beholden to any extreme political view. And, the thing that most Europeans like is that he is the least fake or blustering of politicians they’ve seen out of the US in a long time.

    Has anyone considered that possibly the reason that the new uprisings in the various middle east countries, if as some on the right choose to blame Obama’s policies( but rather than vapid appeasement, it is the martial quality of his policies) are the result: the drone attacks, taking out OBL and many of the senior Al Qaeda members, while simultaneously winning some respect from non-extremist Islam, is having an effect. The terrorists are desperate to drum up support because Pres. Obama’s tactics have had an effect.
    Sometimes, not saying anything does not mean one is doing nothing.

    Why else would a shit film that no one knew about, suddenly have been translated in Arabic and sent all over the Middle East, spurring such violent reaction?

    Ironically, there is similarity in the reactions of fundaMENTAL extremists from both the right wing conservatives as well as Islamists. If they cannot convince sane people to buy into their beliefs, then they must fabricate, lie, make incendiary remarks or manufacture events to bend the situation to their favor, or do their utmost to get rid of the “unbelievers”.

  • This is an election about real solutions to real problems. Romeny has a plan which he will not share because we would discuss it and evaluate it. He is flooding the airwaves with lies. I live in Nevada and right now it would be very difficult for voters to seperate fact from fiction when it comes to the candidates for all offices.

    I think the reaction to the attack in Libia puts the differences in stark contrast. President Obama sent a measured and forcefull message to the militants and our allies. Romney spouted off with no facts and no regard for the safety of our personnel in the Middle East.

In spite of all the cable chatter from the conservatives, birthers which Romney & Republican members of Congress never disputed, the American people are smart enough to vote for the best person qualified for the job of President.     I think E.J. has hit this one on the nail head. People in this Country do not like extremes, they never have. When Obama was elected I shook my head in amazement when people called him a radical liberal. There is no way that anyone who took the time to look at his voting record, the things he said could possibly believe he was a “liberal.” I voted for him because I felt he was a moderate with a nice lean to the left. My kind of President. Extremes in this Country never last long; it makes too many people uncomfortable. Just think about our Country’s history, the voters never accepted extremes for long, they rejected slavery, gave the vote to people of color and women, understood the need for legal abortion to protect the lives of women, and have worked steadily to reduce racism, protect the more vulnerable, and to ensure equal rights. The voters have done this in spite of the pressure from the far extremes of the right and left. We like to listen to what other say and believe, we give them a chance but in the long run we go for the middle, respect the rights of others and take care of the vulnerable around us. We gave the Right its chance to show their policies work, but they do not; instead they put us deeper in debt, shrank the middle class and hurt the poor. We do not like their Social agenda; it ignores those in need, cares less about seniors, women, children and limits the definition of family and love. I say they must go. Obama 2012

Since the GOP have now abandoned Progressivism and Moderacy, what’s left isn’t enough to get them the US Senate majority and preservation of the US House majority, let alone getting a Republican into the White House. This move to the Far Wrong (I refuse to call it “Right” because they’re completely wrong) will not only hurt the GOP in national elections, it will also hurt them in state and local elections. In fact, it’s going to be so bad that other people, including Conservatives, are already joining me in my prediction that the GOP will suffer its political death on 6 November, 2012. They’re saying that the party needs to “start over, with new people” (Laura Ingraham) or “retool” itself.
    Here’s the problem: there are too many GOP moderates/progressives that have left the party to have it be a force in politics. Of all of the “fringe” or “third” parties, the only one that has a chance to become a force and replace the GOP is the Progressive Party. It’s the only party without extremist and ignorant idiots. The GOP may break into a pair of parties, neither of which will be effective or popular: the Conservative Party and the Tea Party. The Conservative Party will be full of avarice-fueled aristocrats while the Tea Party are already the party of extremism, idiocy and ignorance.
    After the 1936 elections (look them up on Google or Wikipedia), political pundits were predicting the end of the Republican Party. But, somehow, after nearly two decades, the party returned. But, that was because Dwight D. “Ike” Eisenhower and other Moderates were elected. Yes, the 1946 midterms closely resembled the 2010 midterms, with a Democratic President running against a “Do-Nothing Congress” both times in the next elections. After eight years of war, bloodshed, and burying their dead, seeing their loved ones crippled and mentally suffering from wars, the global community is yearning to move forward. Take Nicolas Sarkosy of france and the turmoil he fomented in Africa and the Middle East that resulted in rebellion in Tunisia, Libya, Algeria, and Egypt, the French were already feeling the economic strains from its alliance in Iraq andf Pakistan, and were fed up with Sarkosy’s adventures. They voted him out, and has moved on to recover from Sarkosy’s destruction. In America, people were fed up with BushII and Bush/Cheney’s profiterring from Iraq and Pakistan for seven years. Thery voted them out and felt that they could move on with President Obama. However, no one thought that the obstructionism that Republicans/Tea Party promised to make President Obama fail would actually happen, but it did. More people than we can know is actually fed up with the traitorous, evil, treachery of the Republicans/Tea Party and will re-elect President Obama and vote out the terrorism of the obstructionists in the House so that America can move on to recover from the Bush/Cheney destruction of the American economy. The same in Israel. The Israeli people will vote out Benjamin Netanyahu who is seeking to drag Israel into an economy busting conflict with Iran. The global community is fed up with useless, ignorant wars that people like you and I have nothing to do with, but who suffers and pays for them. War is atavistic, destructive, and stultifying to the progress of humanity and civilizations on earth. That is why human intelligence is so far behind its technology because we are distracted by the instinct to protect ourselves and our families instead of improving and sublimating our humanity and intellect.     If Mr. Dionne had ended this grand article after the 1st sentence, that would still be all we readers needed be re-affirmed in this post-convention prelude to the November 6th national elections: that Bill Clinton is ‘STILL’ the BEST President of the 2nd half of the 20th century & very nearly tied for 1st for the entirety there of (well, OK – a very close 2nd place bhind FDR – I’m OBVIOUSLY partial!). & for very obvious reasons! Having, like President Obama, lost Congress in the MidTerms (of 1994), he still (much like Obama) single-handedly was able to structure a recovery which produced, over the course of only 3 yrs, dispatch of the 12 year Republican nitemare of Reagan/Bush. In nearly identical fashion & in spite of twin war costs weighing down on the economy, Prez Obama was still able to double the jobs total (6 million & counting) of the 2001-2009 (I’m sorry, but I still can’t say the ‘name’, due to the absence of legitimacy for the incident on 12/11/00) administration, which produced only 3 million in 8 yrs. In spite of savage, seditious opposition, the Prez & the Senate Democratic majority has been able to slowly put back the pieces of a shattered nation & point it in a decidedly ‘progressive’ direction. W/out even making the claim. I wish he (& Clinton) would give credit where it’s due – to our nations Liberal/Progressive foundations, which have proven yet again, to be our saving graces…

He said, the first time Obama got to office, Obama pass the law with Congress on “First Time House Buyer Act”. The couple said, that they put a down on the 4-bedroom house with a large patio and a pool in the back – in the amount of 5,000. dollars. Later that year, Obama sent them back that down in the same amount of 5K. This couple is only paying $1200. for their monthly mortgage!
