The concern is also with the spread of the weapons to terrorists and other non-state actors. It’s bad enough that those groups have a supply of guns, bullets and bombs already; and that they can improvise explosives, and make their own crude poison gas; but if they stole ready-to-use chemical weapons missiles and shells, just point and shoot, they could do even more damage. What if the pressure cooker in Boston had been a remotely detonated Sarin bomb?
