NEW YORK (Reuters) – Donald Trump campaigned for president as a savvy billionaire who would apply his business acumen to improving the U.S. economy, cutting taxes for Americans and negotiating better trade deals.

But his vast, complicated network of businesses under the Trump Organization, including numerous foreign investments and debts, could create unprecedented conflicts of interest when he takes the oath of office as U.S. president in January, government ethics experts said.

Federal law does not prohibit the president from being involved in private business while in office, even though members of Congress and lower-ranking executive branch officials are subject to strict conflict-of-interest rules. Lyndon Johnson, for instance, quietly managed his broadcasting businesses despite insisting publicly that he had ceased all involvement, according to his biographer, Robert Caro.

“There are no legal restrictions, no legal requirements,” said Noah Bookbinder, the executive director of the nonpartisan watchdog Citizens for Responsibility and Ethics in Washington.

But most presidents in recent decades have voluntarily placed their personal assets, including property and financial holdings, in blind trusts overseen by independent advisers to avoid any appearance of impropriety, experts said. Under a blind trust, the owner has no say or knowledge in how the assets are managed.

President Barack Obama was one exception, but his investments are mostly in broad-based index funds and U.S. Treasury notes with little chance of conflicts.

Trump’s businesses include licensing deals, hotels and golf courses around the world. During the campaign, he filed a 104-page financial disclosure statement, as required by law, that showed he had financial interests in more than 500 entities with names like China Trademark LLC and DT Marks Qatar LLC but had few details.

BLIND TRUST

While plenty of wealthy men have been president, no one has ascended to the White House with such a complex array of assets.

Trump’s spokeswoman did not respond to a request for comment on how he planned to manage his businesses while he was in the White House.

During the campaign, Trump did say he would likely transfer day-to-day operations to his children. But experts in government ethics said that would do little to insulate Trump.

“That presumably frees some time up for him to be the president, but it doesn’t do anything to clear the conflicts of interest,” said Kenneth Gross, a Washington, D.C.-based lawyer who has counseled high-ranking political appointees on ethics laws. “His family’s interests, his children’s interests, are co-existent with his own.”

The nature of Trump’s businesses, Gross said, makes a blind trust all but meaningless – even if he were inclined to shift control of his empire from his family, an idea he has rejected.

Gross advised Michael Bloomberg, a New York billionaire businessman, when he became mayor of New York City. Bloomberg stepped away from day-to-day operations at his data and media company, Bloomberg LP, and donated all terminals that were used by city agencies to avoid any impression of profiting from public funds.

Some of the potential problems for the Republican president-elect are obvious. One of his latest ventures, a luxury hotel in Washington just blocks from the White House, leases its property from the U.S. government, putting Trump on both sides of any landlord-tenant disputes.

Others are more opaque. Trump has licensing deals and diverse real estate holdings in numerous countries that could benefit from foreign government subsidies or tax breaks. Companies in which he holds an interest owe hundreds of millions of dollars in debt to foreign banks that are subject to U.S. regulations, such as Deutsche Bank and Bank of China, according to the New York Times and the Wall Street Journal.

His properties include hotels in countries like Turkey, Uruguay, the Philippines and South Korea, and golf courses in the United Arab Emirates, Ireland and Britain.

Conflicts of interest could stem, for example, from countries trying to influence policies by doing business with any of his companies or even his children. His daughter Ivanka has a line of fashion products, which along with other Trump-branded items are made in countries like China.

Trump has accused China of currency manipulation and threatened to put tariffs on its imports.

GOVERNMENT REVIEW OF TRUMP INC. DEALS?

Trump’s opponent, Democratic nominee Hillary Clinton, faced criticism during the campaign over the Clinton Foundation, the charity founded by her husband, former President Bill Clinton.

That was despite an ethics agreement that Hillary Clinton signed in 2009 in order to become Obama’s secretary state that was designed to ensure donors could not sway U.S. foreign policy. Under the deal, the State Department was allowed to review any new contributions from foreign governments.

Unlike Clinton, however, Trump is not answerable to anyone else as president. And he has already shown himself willing to blur the lines between campaigning and marketing, holding events at his own properties and touting his companies during speeches.

Given the high-profile properties that bear his name, a blind trust would do little to help his case, experts said.

“You can’t put a golf course in a blind trust; it would be pointless,” said Robert Kelner, a Washington lawyer and an expert on government ethics. “The idea behind a blind trust is that it’s blind – you don’t know what assets are held.”

The only unassailable solution, experts said, would be for Trump to sell off his businesses and place the proceeds in a blind trust.

With no legal requirements, Trump’s actions as president are only subject to the will of the voters or to built-in checks and balances like Congressional oversight.

The potential for conflicts is exacerbated by the lack of publicly known details about Trump’s holdings. Even his net worth is unclear. Trump has boasted of more than $10 billion in wealth, but financial magazines have estimated his fortune at less than half that.

He has refused to release his tax returns, breaking with decades of presidential campaign tradition, and legal experts said he is under no obligation to do so as president.

His dealings with foreign governments are thus largely unknown. He will likely face scrutiny of policy decisions that affect countries where he is known to have business interests, said Bookbinder.

    All of these shady connections Trump has, and probably far more of more sinister natures, are the sort of details the hoi polloi of the Red Zone can’t be troubled to reflect on. They would rather focus of simple inconsequential things like emails and email servers. Knowing this, Trump et al made a big ruckus over trivial things about Hillary, hoping that no one would notice the discrepancy. Fortunately for the emperor and his lordship, Donald, the Red Zone was in a giant stupor and fell for the bait.

            Thanks MB…It was good reading. Unfortunately, Trump has unleashed mongrels who think wrong is right and they can do as they please and get away with it.

            One of my fellow accountant friends told me that Trump thinks all he has to do is pass off the ownership temporarily of his “empire” to his kids and that gets him off the hook. According to my friend, that isn’t true. He cannot use any “trust” to do that. Mainly because he owns businesses off shore.

            These jerks of the right think you hit the delete key and it’s all theirs.

            Sadly, they are correct. Under men like the Republicans, there are NO laws anymore.

            But, not to worry. That means we don’t have to abide by any laws either. What’s good for the goose is sauce for the gander.

The foundation has paid for Chelsea to live an extremely nice lifestyle for the last 8 years. Somehow the Clintons have managed to amass almost $300 MILLION without having a product to sell, an invention, or constructed anything. At least drug lords have a product to sell. I wonder if all those who gave the Clintons millions of dollars for future government favors are going to ask for their money back now that she can’t deliver. The difference here is that Trump’s business dealings have all been above board.

          So in this case, we have no evidence of a quid pro quo, and we don’t have evidence that Hillary Clinton took any action at all with regard to this sale, in favor of the interests of the donors or otherwise. In interviews, Schweitzer has referred

          Hillary Clinton occurs thereafter. His book hasn’t come out, so
          we don’t yet know what he’s referring to, but in the uranium
          case, there doesn’t appear to be any official action Hillary
          Clinton took one way or another.

      What a load of utter crap!! Charity Watch awarded the Clinton Foundation an ‘A’ rating because 89 cents of every dollar donated to the CF goes directly to charity work. While the vast majority of similar charities only direct about 75 cents of donations directly to charity work.

      And there is absolutely no evidence whatsover other than your libelous unfounded accusations, that the Clintons have taken one dime of monies contributed to the CF.

      The Clinton Foundation is in fact one of the premier charity organizations on the planet that employs over 2,000 people world wide actually directly performing charity work with numerous other charities actually donating to the CF and having the CF actually follow through in supporting the work other charities are funding.

      You are nothing but a totally lying piece of crap who is making up every libelous word you are posting. You have absolutely no bona fide evidence of any of the outlandish accusations you are making!!! Everything you’ve posted is nothing more than a Fantasy in your own mind!!!

          By only looking at the amount the Clinton Foundation doled out in grants, Fiorina “is showing her lack of understanding of charitable organizations,” Borochoff said. “She’s thinking of the Clinton Foundation as a private foundation.” Those kinds of foundations are typically supported by money from a few people, and the money is then distributed to various charities. The Clinton Foundation, however, is a public charity, he said. It mostly does its own charitable work. It has over 2,000 employees worldwide.

          “What she’s doing is looking at how many grants they write to other groups,” Borochoff said. “If you are going to look at it that way, you may as well criticize every other operating charity on the planet.” In order to get a fuller picture of the Clinton Foundation’s operations, he said, people need to look at the foundation’s consolidated audit, which includes the financial data on separate affiliates like the Clinton Health Access Initiative. “Otherwise,” he said, “you are looking at just a piece of the pie.”

          Considering all of the organizations affiliated with the Clinton Foundation, he said, CharityWatch concluded about 89 percent of its budget is spent on programs. That’s the amount it spent on charity in 2013, he said.

          Bill Clinton set up the public charity after he wrapped up his
          presidency in 2001 with the idea of bringing government, businesses and social groups together to tackle big problems. It was kind of a new idea at the time. On Monday, Clinton wrote in a post on Medium that the foundation is about “creating opportunities and solving problems faster, better, at lower cost so that more people are empowered to build better futures for themselves, their families and their communities.” …

          The foundation is made up of 11 non-profit groups that work on four major issues: global health and wellness, climate change, economic development and improving opportunities for girls and women.

          And perhaps most critically …

          Health is a big focus. In more than 70 countries, according to the foundation, it helps 11.5 million people, including 800,000 children, with HIV/AIDS get their medication at 90% lower cost — more than half the adults and three-quarters of the children getting treatment in the world today.

          You clearly are a very clueless individual there troll. Shutting down ‘safe’ abortion clinics does nothing to decrease abortions, in fact, studies have shown that where abortions are illegal, more abortions occur.

          And that’s because ‘safe’ abortion clinics like Planned Parenthood actually counsel woman against having an abortion before they will agree to perform one. So Planned Parenthood talks thousands of women each year out of going through with an abortion. So where they are illegal, there isn’t anyone doing that. And besides there being more abortions, where they’re illegal, more women are dying in botched abortions that they either try to perform on themselves, or by some women not being able to travel where an abortion is legal, so they look for someone in the black market who is a quack or worse, and they end up dying trying to abort a fetus they feel they are not in a position to carry to term.

          So Republicans, besides being premeditated murderers by refusing to extend Medicaid in 20 states; and are also committing murder every month by deliberately refusing to provide people who are struggling to get by because the GOP has trashed the economy and millions are on welfare because of the terrible GOP governance.

          It is also not close to ripping off small business people by refusing to pay the agreed upon fee.

          It is also not close to the hypocrisy of using Chinese materials for YOUR buildings while decrying the importation of those materials by others.

          It is also not close to rejecting black tenants just BECAUSE they are black.

          It is also not close to encouraging violence and imprisonment of your political opponents.

          Now show me one instance of the left “demanding” a baby be murdered. While I have objections to abortion, I have read about people who discovered their unborn baby has congenital malformations inconsistent with life. That has opened my eyes to consider that there may instances that I have no business getting involved.

The big thing to keep in mind is that what the GOP is doing by closing down ‘Safe’ abortion clinics will not only end up increasing abortions, it also increases the number of women dying during a botched abortion because by closing the safe clinics, women try aborting themselves or finding some quack that ends up killing them. Prior to Roe vs Wade, the newspapers were filled constantly with stories about women being found dead in alleyways, warehouses and every terrible place you can imagine from a botched abortion attempt.

So you think it’s okay to make money by deliberately conning other people out of their money and even in many cases not only leaving workers holding the bag but investors, cities and states that have taken your word and provided you with tax breaks and other income saving options? And Trump has a long list of people whose companies he’s actually forced into bankruptcy because he refused to pay what he promised or because he rigged a bankruptcy in a way that left them without any monies even though they’d poured sometimes hundreds of thousands of dollars into some of his wild schemes.

          And you think all that is okay? If so, how can you sleep with yourself at night knowing you’re as much a terrible person as Trump is???

      Wow! You really are clueless!! GOP governance over the past 100 plus years has been a disaster every time the GOP gets control of America. Guess which party managed to lead the country into the Great Depression (and it wasn’t the Democrats).

      And guess which party is by far the party of recessions and depressions: you got it – The GOP!! Of 17 recessions and 3 depressions since 1900, the GOP is responsible for 14 recession and all 3 depressions. There have only been 3 presidents that have not had a recession or depression start during their time in office, and all 3 are Democrats: LBJ, Clinton and Obama.

      And with respect to the economy, the annual GDP growth since 1900 under just Republican presidents has been a paltry 2.6% annual GDP growth/year; while under Democrats the GDP growth has averaged a much better 4.3%.

      And even with respect to creating jobs, Republicans are a disaster. Reagan and the 2 Bush idiots, could only manage to create 24 million jobs in 20 years (a little over 1 million/yr); while Carter, Clinton and Obama have created over 40 million jobs in less than 20 years, close two twice as many jobs/yr average.

      And because of the GOP’s propensity for tanking the economy and driving America into recessions and depressions, even the stock market has been a disaster under the GOP’s failed governance. Since 1930, the stock market gains in the 42 years that just Republicans have been president is actually less than zero (a loss). While under Democrats the stock market gains have been over 300% in close to 44 years Democrats have been in office.

      So just think about that for a minute clueless. For anyone who dumped $10,000 into the market back in 1930 thinking it would grow and become a retirement source for them, and only kept their money in the market when a Republican was president (like you misguidedly believe) they would have been greatly disappointed had they wanted to use that money in 2008 when Bush 2 left office as their $10,000 would have been worth much less than $5,000 – how long do you think someone could retire on that??

      While in contrast, had they kept their money in the market only when a Democrat was president they would probably have been well pleased if they wanted to use that money today as the $10,000 would have grown to over $350,000.

      You GOP-lovers really need to start realizing just how much of a disaster GOP governance is. There’s a reason that Ohio under Kasich and Indiana under Pence have been designated as the 2nd and 3rd most miserable states in America to live with the worst quality of life by Gallup-Healthways and 24/7 Wall Street.

      Better wake up there clueless before even you end up in the poor house like those living in the 25 GOP-run states that WalletHub says have the largest percentage of their populations being broke and on the verge of bankruptcy.

      And just in case you think I’m being partisan in what I just posted, here’s an article from indychannel.com about Indiana being the nations 3rd most miserable state; and that article notes that the state Emperor Mitch McConnell represents in Congress is not only among the 10 most miserable states to live in (all governed by the GOP); Mitch’s state has 6 of the most economically depressed counties in the nation within Kentucky.

      And remember, Indiana is governed by America’s VP elected – an absolutely terrible governor!!!

      Neither state could beat Kentucky with its 18.8 percent poverty rate, 8.3 percent unemployment, and 33.2 percent obesity rate. As a matter of fact, the only state to do so was West Virginia, a state that sat at the top of Yahoo’s worst list for six years, with a 35.1 percent obesity rate.
